Labour Considers Overhauling Two-Child Benefit Rule

Labour is exploring the possibility of getting rid of the contentious two-child benefit restriction and introducing a new gradual system. This initiative is part of various options being considered by Chancellor Rachel Reeves to replace the austerity policy from the Tory era, which has been criticized for contributing to child poverty.

While no final decision has been made, the government is actively reviewing the child poverty strategy through a taskforce established by Keir Starmer. Speculations indicate that the current two-child benefit limit, which limits Child Tax Credits and Universal Credit to the first two children in a family, may be revised. One potential alternative is implementing a tapered rate, where parents would receive more financial support for their first child and reduced support for subsequent children.

Additionally, the Treasury is evaluating the possibility of easing the two-child benefit limit by extending additional benefits to families with three or four children. Child poverty advocacy groups have been urging for the complete removal of this policy, which was introduced by George Osborne, to uplift hundreds of thousands of children out of poverty.

In response to questions about the two-child benefit cap, the Prime Minister emphasized the government’s commitment to reducing child poverty. He highlighted initiatives such as free breakfast clubs in primary schools and expanded eligibility for free school meals. Labour’s stance on scrapping the two-child benefit cap was not confirmed by Rachel Reeves during a Labour party conference event.

Lord John Bird, founder of Big Issue and a crossbench peer, welcomed the potential changes but stressed the need to go further in eliminating systems that perpetuate child poverty. Meanwhile, Jen Clark from Amnesty International UK criticized the two-child benefit cap as a cruel aspect of the UK’s benefit system, driving millions of children into poverty, and called for its complete removal as part of broader social security reforms.
