London, Ontario Explosives Probe: 4 Face 19 New Charges

Four individuals implicated in a probe involving the manufacturing of explosives and firearms in London, Ontario, now confront 19 additional allegations, as per official court records submitted on Tuesday.

Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji were originally charged in January. These four individuals were either students or recent alumni of Western University, with the three male suspects having backgrounds in the university’s engineering faculty.

The revised set of charges presented to the Ontario Court of Justice encompasses a total of 31 distinct accusations. Some charges are common to all four individuals, while others are specific to each accused person.

The fresh charges involve the possession of five particular explosive materials, the possession of stolen goods, and the unauthorized access to computer data linked to the creation of firearms.

The investigation, which commenced on January 24, stems from a report of trespassing at Western University after two individuals unlawfully entered one of the university’s engineering buildings overnight. One person was apprehended outside the building, leading the authorities to a residence in the nearby University Heights neighborhood where the remaining three suspects were arrested.

Law enforcement conducted an extensive search of the property at 212 Chesham Place, where Wang, Han, and Ji resided, along with two other residences in Orléans, a suburb of Ottawa, and Gatineau, Quebec.

Initially, upon their initial detainment, the quartet faced multiple firearm-related charges, including the production of a handgun and the possession of a loaded restricted handgun. However, Tong, Wang, and Ji now confront additional allegations concerning the possession of magazines, suppression devices, and another restricted firearm. Tong and Wang are further accused of handling and carelessly storing a rifle.

Tong, who bears the brunt of the charges, is also facing new accusations related to incidents in other cities, including the storage of rifles in Orléans, the production of a restricted firearm in Ottawa, and the possession of a rifle at an unauthorized location in Quebec.

Court documents reveal that although Tong possessed a firearms license, some charges against him pertain to possessing a firearm at a location not endorsed by his license.

Furthermore, Wang and Tong have incurred fresh charges connected to events predating their apprehension. Wang stands accused of manufacturing a weapon between September 1, 2025, and January 24, 2026, while the duo is charged with breaking into a Western building on October 9, 2025.

The latest charges against Tong, Wang, Han, and Ji involve the possession of explosive substances, identifying the specific materials for the first time. The accused individuals are alleged to have possessed pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide.

Additionally, all four suspects are now charged with possessing property belonging to Western University valued at less than $5,000. Wang faces an individual allegation of accessing computer data related to firearms or prohibited devices, specifically design files usable with a 3D printer, metal milling machine, or similar system for manufacturing a device.

In total, the accused individuals face the following number of charges: Tong – 28, Wang – 20, Han – 11, and Ji – 13. As the legal proceedings continue, two of the suspects are out on bail, while the other two remain in custody.

Tong opted not to seek bail and remains detained, whereas Han’s bail request was denied, leading to his return to custody in February. Wang was granted bail in March under stringent conditions, including 24-hour house arrest and constant supervision by two sureties, each posting $200,000. Ji has also been released on bail without the need for sureties.
