MI5 is facing a challenging “new era” characterized by an increase in threats from foreign states such as Russia, China, and Iran. Sir Ken McCallum, the Director General of MI5, highlighted that the security service is regularly uncovering hostile plots involving surveillance, sabotage, arson, or physical violence within the UK.
The number of terror investigations has reached nearly record levels, with a worrying trend of children being arrested in the past year. The top spy chief emphasized the critical threats to Britain’s national security in a rare public address, outlining the intelligence service’s efforts to address these risks.
Recent reports reveal that MI5 and the police have thwarted 19 advanced attack plots and intervened in numerous emerging threats since 2020. Sir Ken described the current operational environment as a “new era,” with a substantial surge in terror investigations. He underscored the significant changes in MI5’s mission due to the evolving global landscape post-9/11.
The spectrum of terror threats has expanded, encompassing various extremist ideologies from Islamist groups to far-right movements. Additionally, Al Qaeda and Islamic State are regaining momentum and exploiting instability overseas. Sir Ken pointed out that Russia, China, and Iran have amplified the state-sponsored threats against Britain, leading to a 35% rise in individuals under investigation in the last year.
State actors are increasingly employing tactics akin to terrorism, with MI5 uncovering foreign plots involving surveillance, sabotage, arson, or violence within the UK. Notably, children accounted for a notable portion of terror-related arrests, reflecting a concerning trend in national security investigations.
Sir Ken expressed concerns about the proliferation of terrorism through online platforms and unveiled plans to establish an Interventions Centre of Expertise to address the issue of young individuals drawn to extremist violence. He emphasized the importance of assessing and mitigating potential threats posed by rogue artificial intelligence, cautioning against underestimating its risks.
Acknowledging the persistent threat from Chinese spies to national security, Sir Ken stressed the need for resolute defense against China while also recognizing the opportunities for collaboration. He lamented the collapse of a significant espionage trial and emphasized the importance of balancing vigilance with engagement in relations with China.
Furthermore, Sir Ken highlighted Russia’s disruptive activities globally, ranging from cyber attacks to sabotage, and noted the reliance on proxies due to the expulsion of Russian spies from European embassies. He warned individuals recruited by Russia online that they could be easily abandoned if exposed, emphasizing the risks involved in assisting hostile foreign entities.
Regarding Iran, Sir Ken mentioned the country’s efforts to suppress dissent worldwide, with MI5 monitoring over 20 potentially dangerous Iran-backed plots in the past year. The continuous tracking of such threats underscores the ongoing challenges faced by intelligence agencies in safeguarding national security.
