If studying up to A-level and under 20, the course must last a minimum of three months with at least 12 hours of study per week. It is important to note that if there is a non-student in the household, a council tax bill may still be issued, but the household could be eligible for a discount.

Individuals or cohabitants who are severely mentally impaired may apply for a council tax discount. Eligibility for a 100% exemption is granted under certain circumstances, while a 50% discount applies if others in the household are disregarded.

Those with low income can apply for council tax reduction through their local council. Eligibility criteria include low income, benefit claims, homeownership, renting, unemployment, or employment status.

Eligibility for council tax discounts or exemptions is influenced by various factors, including location, personal circumstances like income, number of dependents, benefits, and residency status. Household income, including savings, pensions, and partner’s income, is considered, along with the presence of children and other adults in the household.
